Well, as you know, there are regs to anything done publicly with passion. If you are truly committed in the long run to doing this, you will utimately have to deal with government. (Just ask any community action agency or church that has been around for awhile). Contact the Council Office--in this case, Bernard Parks, down the street on Crenshaw. Or go online to www.lacity.org, and type in permits. Now, do not automatically assume that "the man" is trying to keep you down by asking you to fill out forms. There is an expression called "the patience of Job," and you will need it, but not all the time--if you really, really wish to do this. IMPORTANT: When you meet with government, keep an open mind and do not have the attitude all people in government are stupid, mindless paper pushers. And if you do encounter someone like that, the other 95% convey their apologies. If you are really, really, really sincere in doing this, then google The Center for Non-Profit Management. They have a lot of great information there as well. Good luck, and your willingness to help is AWESOME!!! If you want to meet people subject matter experts in this area, please let me know! They can tell you what is involved, what it takes, etc. Passion with purpose and permits, is what you need.
