Hi, Heather -- I contacted DWP regarding this issue and its response was: "The normal process for DWP is to repair the water main break and then to cover the hole with what is called a slurry patch. We then issue a work order and send it over to the City Street Repair for the final street repair and repave. Evidently this one was never completed and was left with just the slurry patch."
DWP is targeting repair by mid-January. Do let me know if it's not done by then.
